I'm looking at getting a new lens for my cannon rebel, and I saw a 500mm lens on ebay, that says it also comes w/ a 2x lens magnifier (so a 1000mm).

What I'd like to know is
how they work
if they are hard to use
how they affect the lens/resolution
if there are any major downsides to using them
so any help w/ these questions would be great, cause I want to know as much as I can before I commit to buying it

The seller does not know what they are selling. And you have not looked at your camera recently. It is a Canon camera, not a military weapon, a cannon
What the seller is calling a 2x digital magnifier is neither. It is a 2x telextender. ALL the light coming through the lens is analogue until it reaches the analogue to digital converter so there is no way a telextender could be a "digital" magnifier (telextender).
Your guesses are correct. The 2x telextender will multiply the aperent focal length by two or make it a 1000 mm lens.
They are very difficult to hand hold. Think of trying to turn on a light switch using a broom handle.
The 2x telextender will reduce the quality of the image, especially at its edges. Since this is a mirror lens and has a fixed aperture, you cannot stop down the lens like you could if you were using a standard lens with aperture settings
However for the cost, you can play with it and have fun

Besides the optical quality issue, putting a 2X teleconverter on a 500mm f6.3 mirror lens turns it into 1000mm f12.6
